Open the file Globals.ini from the directory Casino Tycoon\Data\Objects\
 with a normal editor and look for

 StartingCashEasy = 20000.0 // starting cash for novice level : 20000.0

 You can change this to e.g.

 StartingCashEasy = 9990000.0 // starting cash for novice level : 9990000.0

 You can also change the salaries, price of land, etc.
